Excelity / Approach

We are judged on what gets adopted, not what gets delivered.

Excelity solves systemic challenges by applying rigorous approaches to understanding the customer base, so the right solution gets implemented and the agency mission actually advances.

Foundational principles

Three commitments we instill in every aspect of the work

01

Build Trusted Partnerships

Strong relationships are the precondition for delivery success. We build them across every layer of the organization, leadership, program, security and end user, which maximizes solution adoption and optimizes the investment already made.

02

Enterprise Agility

We deliver solutions rapidly using a modular and agile approach with the enterprise of your organization in mind, which is what allows us to adapt to changing organizational and mission priorities without restarting the program.

03

Empower Our Teams

We challenge our teams to be passionate, strategic and creative, resulting in solutions that make an impact for your mission. Engineers who understand the mission and hold authority to act produce work that lands.

Differentiators

What sets us apart

Mission-Focused Modernization

Agile, DevSecOps, and systems engineering tailored to intelligence community systems, not adapted to them after the fact.

High-Clearance Workforce

TS/SCI-cleared engineers, architects, testers and program managers supporting Intelligence and DoW organizations.

Enterprise-Scale Transformation

A unified Agile delivery framework that synchronizes operations across programs, modernizes pipelines and accelerates ATO approvals.

Secure DevSecOps Pipelines

Cloud-native CI/CD with RMF automation embedded in the path to production.

Human-Centered User Engagement

UI/UX expertise, training and capability adoption, and sustained mission and stakeholder support.

Proven Crisis Response

Rapid capability delivery during mission surges and executive-order rapid response.

Delivery model

How an engagement runs

Before architecture, before tooling: who does this system serve, what does a good day look like for them, and what is genuinely blocking it? We map stakeholders, observe the current workflow, and separate the stated requirement from the underlying need. Acquisition acumen matters here, because understanding the vehicle, the constraints and the timeline shapes what is actually buildable.

We produce a defensible business case, a target-state architecture, and a sequencing plan that fits real funding cycles. The plan is explicit about what will be replaced, what will be wrapped and what will be left alone, and about the decision points where it should be revisited.

Rapid, scalable pilots prove the approach against genuine constraints: data quality, identity, network boundaries, accreditation. A pilot that reaches production users is worth more than a year of analysis, and it is far cheaper to change course at this stage.

Cross-functional teams deliver working software on a secured, automated pipeline. Security controls, automated testing and compliance artifacts are produced continuously as a by-product of delivery, so authorization keeps pace with engineering rather than gating it at the end.

A system nobody uses is a failed system. We plan for training, communications and change management from the start, and we keep iterating on the experience until the new way is the path of least resistance.

End-to-end business and technical management keeps the solution optimized after go-live: operational ownership, cost visibility, technical-debt policy, and a regular re-planning cadence that ties spend back to mission outcomes.
